Il Servizio gestisce l'attività amministrativa di carattere trasversale ai vari Servizi e Uffici
Il Settore I possiede competenze molto ampie e diversificate, sostanzialmente riconducibili allo sviluppo organizzativo interno della struttura comunale e allo sviluppo dei processi di comunicazione interna ed esterna mediante il protocollo generale. Si tratta di un Settore che opera a stretto contatto con gli organi di governo e che esplica servizi di supporto (come la gestione degli atti e contratti) alle altre strutture organizzative dell'Ente. Ha, inoltre, competenza nei settori Demografici, Servizi alla Persona, Attività Culturali, Educative e Tempo Libero, Politiche Sociali e della Casa.
